Procurement Services

We offer procurement services for IT and Telecommunications using a proven 'Score Card' bidding methodology developed by MarTel Associates.

We can provide any or all of the following sourcing/procurement services:

  1. Full requirements review
  2. Recommend a number of suppliers (usually between 5 and 10 depending on annual spend for this service)
  3. Write and send out Request for Proposals to all potential suppliers
  4. Provide answers to suppliers’ Q&As
  5. Work with a client’s multi-functional team to produce a weighted impartial Score Card based on your agreed key criteria and agreed priority of these criteria.
  6. Produce short-list of potential suppliers from Score Card
  7. Notify short listed suppliers and losing Suppliers
  8. Invite short listed suppliers to “Shoot Out” and related “Ground Rules”


We will hold a final “Shoot-Out” with short listed Suppliers which will involve:

  1. Running a one or two day “Shoot-Out” on neutral premises with suppliers in different rooms
  2. Arriving at “Level Playing Fields” using MarTel Associates’ developed Score Carding techniques by:
    • Ensuring client’s T&Cs compliance from suppliers
    • Ensuring technical solution/support/implementation/SLA consistency

  1. Using a MarTel Associates’ developed electronic “bidding” tool to arrive at best & final pricing
  2. Eliminating highest priced supplier after each bidding round
  3. Having a multi-functional team available from both the client and suppliers covering:
    • Legal
    • Finance
    • Technical
    • Operations
    • Key Decision-Makers

  1. Producing a “Letter Agreement” for use at the end of the “Shoot-Out”
    • Negotiate the final agreement and SLA on behalf of the client
    • Project manage the implementation roll-out to completion

Alternatively we can provide a training package and training sessions to enable your own staff to procure services very cost effectively and quickly including tips on avoiding pitfalls and hidden costs.
